A landmark Technical Cooperation Agreement was signed today between SIGA LATIN AMERICA, the continental arm for South and Central America and Brazil’s Office of the Comptroller General (Controladoria-Geral da União – CGU) The agreement formalises the cooperation and ensures the strategic and operational alignment between the world’s largest independent and neutral coalition in the field of Sport Integrity, SIGA, and the highest federal authority responsible for promoting transparency, auditing public accounts, enforcing internal control mechanisms, and combating corruption across Brazil as both institutions pursue their mutual goals and tangible objectives. It also aims to encourage companies in the sports sector to join the Brazil Pact for Corporate Integrity and for sports organizations to adopt the Universal Standards on Sport Integrity.

The agreement was inked today at the headquarters of OECD in Paris, France, by Emanuel Macedo de Medeiros, Global CEO of SIGA and Chairman and CEO of SIGA LATIN AMERICA, and Vinícius Marques de Carvalho, Brazil’s Minister of State for the Comptroller General’s Office, reinforcing the international relevance and strategic scope of the partnership.

This milestone builds upon the commitments outlined in SIGA’s New York Declaration on Financial Integrity and Transparency in Sport and reflects both SIGA’s and CGU’s leadership in advancing transparency, good governance, and anti-corruption, notably including within the sports industry. Through this agreement, SIGA LATIN AMERICA and the CGU will establish a robust, action-oriented, and forward-looking platform for technical cooperation, focusing on the development and dissemination of policies, regulatory tools, and joint initiatives that promote private sector integrity, transparency, accountability, and sustainability in Sport.

The CGU plays a crucial role in strengthening integrity frameworks both in the public and private sectors. Internationally recognized for its commitment to accountability and ethical governance. It is no coincidence that the CGU has been a steadfast ally of SIGA LATIN AMERICA, with their shared interests, objectives, and concerns. This relationship has seen the active CGU participation in the implementation of reform agendas in Brazil, spearheaded by SIGA. Including, but not limited to, Marcelo Pontes Viana, Secretary for Private Sector Integrity at CGU, becoming a member of SIGA’s Financial Integrity and Anti-Corruption Committee.

The enhanced partnership will leverage the CGU’s Pacto Brasil pela Integridade Empresarial (Brazil’s Pact for Corporate Integrity) and SIGA’s Universal Standards on Sport Integrity. This alignment promises to mobilize key actors within the Sport Industry, including clubs, leagues, sponsors, Sport Betting operators, broadcasters, and civil society, to adopt the highest governance and integrity standards. Together, SIGA LATIN AMERICA and the CGU are charting a new path for integrity-driven governance in Sport, beginning in Brazil and resonating globally.

Key areas of cooperation include:

  • Development of guidelines, manuals, and educational content for the sports industry;
  • Joint organisation of thought leadership events, as well as training and capacity-building activities;
  • Sharing of experiences and technologies that can help promote corporate compliance, transparency, and the fight against corruption in Sport;
  • Mutual exchange of technical expertise and best practice; and
  • Strategic engagement with the private sector to encourage adherence to and compliance with integrity and anti-corruption frameworks.

The signing of this agreement, occurring quite aptly at the OECD Global Anti-Corruption and Integrity Forum, renews our full commitment to work together to ensure that Sport is governed and operates in accordance with the highest integrity standards, free from corruption, money laundering, tax evasion, and other deep-rooted and widespread global threats.

It is precisely this type of affirmative action that is needed to ensure Sport can exert its positive and critical role as a core component of the social and economic stimulus sorely needed in today’s current global climate.
