The International Expert Summit on Sports Betting and Integrity, hosted by SIGA Latin America as the Official Integrity Partner of the Sports Summit Brazil 2025, marked the launch of the Sport Integrity Action Month — a global initiative by SIGA to mobilize governments, sports organizations, sponsors, media, academia, and civil society throughout November in support of integrity, good governance, and sustainability in sport.

In his keynote address, Emanuel Macedo de Medeiros, Global CEO of SIGA, underlined the strategic importance of Brazil and Latin America as catalysts for regional progress in sport integrity and governance.

“Who, in this room, believes we have a sport that truly meets our expectations?” Macedo de Medeiros’ thought-provoking question set the tone for a day of reflection and action, calling for collective commitment to strengthen integrity and trust across sport and the betting ecosystem.

Bringing together regulators, licensed operators, clubs, federations, athletes, coaches, and civil society, the Summit provided a powerful platform for dialogue, knowledge exchange, and collaboration to ensure a safe, ethical, and sustainable sports betting environment in the region.

The Summit brought this dialogue to life through a series of expert panels, each addressing a crucial dimension of integrity in the sports betting landscape — from combating illegal betting and match-fixing to ensuring financial transparency, responsible gaming, and ethical communication.

Panel 1: Preventing and Combating Illegal Betting and Match-Fixing in Sport

The rapid expansion of sports betting presents significant integrity challenges — including match-fixing, criminal infiltration, and regulatory gaps.

This session gathered Angelo Rigopoulos, Executive Director of Integrity and Regulatory (UEFA) on a keynote, Fabio Macorin (Ministry of Finance), Giovanni Rocco (Ministry of Sport), and Andre Megale (SIGA Latin America), alongside licensed operators and experts, to discuss prevention, regulation, and cooperation mechanisms.

Moderated by Rafael Menezes (MOVEUP MEDIA), the panel built upon SIGA’s Universal Standards on Sports Betting Integrity, mapping clear pathways toward an ethical and transparent market that protects athletes, competitions, and public trust.

Panel 2: Financial Integrity in Focus – The Role of the Betting Sector in Preventing Illicit Activities

A regulated betting market depends on robust systems to prevent corruption, money laundering, and criminal infiltration.

Ricardo Saadi (COAF), José Francisco Manssur (CSMV Advogados), Fred Justo (Legitimuz), and Dennis Cali (Federal Police), moderated by Camila Moraes (Record News), discussed the importance of financial integrity as the foundation of a safe, ethical, and sustainable betting industry — one that upholds public confidence and supports clean sport.

FAIR Insights: Reputation, Business, and Integrity as a Strategic Pillar

The Summit included a FAIR – Forum on Betting, Integrity, and Regulation session, which explored how reputation and integrity can drive business sustainability and competitive advantage.

Claudio Serpa (Lindau Gaming Brasil), William Bonalume (Open Gaming), and Anderson Ribeiro Caresma (SevenX Gaming) shared insights on aligning responsible business practices, public trust, and long-term prosperity.

Integrity was reaffirmed as the strategic foundation for a resilient, credible, and sustainable betting market — aligned with SIGA’s mission to promote integrity and good governance across the global sports industry.

Panel 3: Protecting Sport and Responsible Gaming in Practice

With the rapid growth of sports betting, ensuring responsible gaming, athlete protection, and safeguarding vulnerable populations is more critical than ever.

Speakers Luis Villas-Boas Pires (FIFA) —  who joined as a keynote speaker via video message —, Lorena Martins Passos (Ministry of Sport), Mariany Nonaka, OLY (Brazilian Olympic Committee), and Thais Toledo (Acessoss), moderated by Vinicius Sousa dos Santos (SIGA Latin America), shared prevention policies, safeguarding programs, and communication best practices to reinforce sports integrity and social responsibility.

Panel 4: Sports Betting Advertising – Communication, Responsibility, and Integrity

Sports betting advertising remains a sensitive and strategic challenge for the industry.

Panelists Vitor Hugo do Amaral Ferreira (CONAR), Ana Bárbara Costa Teixeira (ABRAJOGO), Rafael Rebelo (H2 Bet), Larissa Agrélio (Grupo R9), moderated by Tatiana M. (G&M News), concluded the Forum, with a discussion designed to explore how to align consumer rights, responsible communication, and legal standards.

The session emphasized that marketing and advertising must become pillars of trust, transparency, and sustainability in the regulated betting ecosystem.
