An Independent Study will be launched in a special session on 5 September. This Public Hearing aims to unite representatives from diverse sectors to address the critical challenges and urgent reforms in Brazilian football.

 

The Future of Football in Brazil is the central theme of the high-level Special Session that the Parliamentary Front for the Modernisation of Football will organise in Brasilia, in partnership with SIGA LATIN AMERICA. This thought leadership event kicks off at 10 am on 5 September during the 4th annual edition of SIGA’s  Sport Integrity Week, taking place between 2 – 9 next month all over the world.

This Special Session will also include a Public Hearing under the auspices of the Special Subcommittee dedicated to the modernisation of football in the country. 

 

The event signals the beginning of a large-scale,  independent and inclusive consultation process. Key figures from the world of football – including CBF, state federations, Serie A and Serie B Brazilian clubs, player and coach associations, sponsors, broadcasters, fans, and relevant public officials – are invited to the Brazilian Congress in Brasilia to voice their concerns and perspectives.

The existing positive dialogue between the parties will be formalised on the occasion by means of a Cooperation Agreement, which will shine the spotlight on the official presentation of The Independent Study on the Future of Brazilian Football that SIGA LATIN AMERICA will spearhead.

 

SIGA’s Global CEO and Chairman and CEO of SIGA LATIN AMERICA, Emanuel Macedo de Medeiros, will lead the project. With an impressive 30-year leadership tenure in global football and renowned sports law and governance expertise, Medeiros has been instrumental in entities like the EPFL (European Professional Football Leagues) and the World Leagues Forum. His prior roles encompass senior positions at UEFA, FIFA, the European Union, World Economic Forum, OECD, Court of Arbitration of Sport, Council of Europe and other international organisations.

 

Speaking on behalf of SIGA and SIGA LATIN AMERICA, Emanuel Macedo de Medeiros underscored the significance of collaborating with Brazilian authorities and highlighted the game-changing impact of the Independent Study on the Future of Football in Brazil, stating:

It is a football that not only assumes its responsibilities towards Brazilian society and economy, but also enhances Brazil’s global stance in the world map, especially as it gears up for the G20 presidency.

Congressman Eduardo Bandeira de Mello, who serves both as the rapporteur for the Special Subcommittee and as President of the Parliamentary Front on Football Modernisation, added:

“Our goal is to bolster football through public policy, driving improvement and modernisation anchored in environmental, social, and governance principles. It’s imperative to engage in deeper discussions with football clubs to ensure financial fair-play and sustainability, while maintaining equitable representation and negotiation power in both image and sporting capacities.

Drawing from our experience at Flamengo, where we successfully rebranded a once-discredited club into a respected and responsible entity, we aim to replicate such positive transformations across Brazilian football. The governance of our football institutions should be contemporary, prioritising ESG (Environmental, Social, and Governance) standards.

Football represents a touchstone to the wider world for many children and underprivileged individuals. Therefore, aligning the sport more closely with social and educational policies is crucial.”
